Topic: Land Policy Reform in Mainland China 
Abstract: This lecture will trace the history of land policy reform in mainland China over the last four decades. It will cover urban and rural land policy issues, explain the current reform, and discuss the challenges ahead and possible solutions.
 
Dr. Zhi Liu is Director of Peking University – Lincoln Institute Center for Urban Development and Land Policy, and Senior Research Fellow and China Program Director of Lincoln Institute of Land Policy. He is specialized in land policy, infrastructure finance, municipal finance, and urban planning. Before joining the Lincoln Institute, Dr. Liu was Lead Infrastructure Specialist at the World Bank where he had worked for 18 years, with operational experiences in a number of developing countries. He had managed a number of investment lending projects and economic sector studies in the infrastructure and urban sectors. He also worked as a research associate at Harvard Institute for International Development, Harvard University, and taught city and regional planning at Nanjing University. He holds a Ph.D. from Harvard University, a M.S. from Nanjing University, and a B.S. from Dr. Sun Yat-Sen University. He serves as a member of the Expert Committee for China’s 13th Five-Year National Socio-Economic Development Plan, and a member of the Expert Committees for Human Settlements, and for Housing and Real Estate, both with the Ministry of Housing and Urban & Rural Development.
